There are currently very few tools, viewers, or shortcuts for opening. PUB21D described below is a good option. LibreOffice Draw, part of the open source LibreOffice suite , is another tool that can open Publisher files. Most of the time, it's better to convert a Publisher file to another more universal formation. There are several methods you can use to create a shareable Publisher file.
I publish a small magazine each month using publisher. Our advertisers send us high quality artwork as PDF files. I have tried Edit, take a snapshop to copy images but the image quality decreases so much the adverts are illegible. I have also tried copy to clipboard and this also results in a blocky image. I have tried import object then selecting PDF.
